The safety problem becomes the whole problem, allowing the economic consequences to vanish behind inspectors, standards, and diplomatic process. The framing benefits frontier laboratories and capital owners by presenting continued AI development as a collective project whose risks can be managed through better oversight. “Everyone has a say” is a civic participation ritual, not an answer to who gets income when human labour is no longer needed. The audience is asked to help govern the machine, while nobody asks whether governing it will pay the rent.
